She holds a Master of Science - Public Health/Health Promotion from the University of Leeds (Leeds Beckett University, United Kingdom.), a Post Graduate Diploma in Project Planning and Management/Development studies and a Bachelor of Arts (B.A.) Social Sciences of Makerere University, Kampala. She is a research and evaluation professional with 10+ years of experience in health research and evaluation of development projects. Skilled in designing, implementing, and analyzing qualitative studies using software like MAXQDA and Dedoose.

Johnwilly Mandela holds a Master of Science in Quantitative Economics (MSc. QE) and a Bachelor of Statistics (BSTA), both from Makerere University Kampala. He is a Balanced Scorecard Professional certified by the Balanced Scorecard Institute and the George Washington University, and a Polarity Practitioner certified in Change Leadership by Polarity Partnerships and the Change Leadership Institute.

He has also undertaken professional trainings in:

  • Performance Measurement Process (PUMP Academy)

  • Reproducible Research Fundamentals (The World Bank Group, Institute of Economic Development)

  • Designing and Implementing Monitoring and Evaluation (M&E) Systems

Johnwilly has previously worked as a Research Manager at the Centre for Evaluation and Development (C4ED-Germany), where he also served as a Survey Manager. Before these roles, he was a Project Development Consultant at REEV Consult International.

He has served as Lead Consultant on several consultancies, including:

  • Development of a Farmer Managed Natural Regeneration (FMNR) Behavior Change Communication and Marketing (SBCCM) Strategy for World Vision

  • Value Chain and Market Systems Analysis for on-farm, off-farm, and non-farm value chains under the THRIVE 2030 Program

He has also worked as a consultant for:

  • Evaluation of Response to Increased Demand on Government Service and Creation of Economic Opportunities in Uganda (RISE) Project, implemented by GIZ and financed by EUTF

  • Midterm Evaluation of the JLOS Sector Development Plan IV, 2017–2020

  • Development of a Strategy/Roadmap to Accelerate Basic Sanitation in Uganda

  • Baseline Survey for the Social Support for Resilient Livelihoods Project (SSRLP) Livelihood Support Subcomponent Impact Evaluation in the Republic of Malawi

Additionally, Johnwilly was an associate for the Mid-Term Review of the Second National Development Plan (NDP II 2015/16–2020/21) for the Republic of Uganda.

She holds a PhD Candidate, Makerere University, MA. (Women and Gender Studies) 1993-1996, BA. (Education) 1988-1991, Makerere University. She has extensive knowledge and experience in the area of Gender and Human Rights, Education, Child Rights and Development, and Gender and Displacement (conflict and natural disasters). She has done several research projects on women’s rights in Humanitarian Emergencies as well as Violence Against women and Girls (VAWGs). She is a Social Development /Gender Specialist. She has taught at the School of Women and Gender Studies (SWGS).

Holds a Post Graduate Diploma in Legal Practice (Bar Course) Law Development Centre and a Bachelor of Laws (with honors) of Makerere University. Is an Advocate of the High Court of Uganda and all subordinate Courts boasting of over 10 years’ experience majorly in human rights, civil litigation, criminal defence and. Has handled a raft of legal matters majorly focusing in human rights, civil litigation, criminal cases including but not limited to those in respect of capital offences under the Penal Code of Uganda and offences under the Anti-Terrorism Act of Uganda up to the Supreme Court, the highest appellate Court in Uganda
